New guy with a question about skinning

Hey guys,

I'm new here and I've downloaded some great skins from this forum.
Now I wanna get into skinning myself and I've been reading a bit about it.
One of my problems is getting a hold of Mastafoo's TML maker (a lot of topics/sites suggest using this).
I've been looking around but all I get is broken links or a link to filebeam (and whenever I try to download anyhting from filebeam it always turns out 0kb and unusable). So is there any reliable link to the skinning tools? I have Photoshop, but I mean the other stuff.
