Go to your data folder then you will see a file named "constant.ini" open it then after opening it press ctrl+f then find option will open then type SafariMaxAltitude

You will see SafariMaxAltitude = 8.5
SafariMinAltitude = 5.5


change it to

SafariMaxAltitude = 68.5
SafariMinAltitude = 15.5


I hoped that helped it ay also let you to go underwater
