It stands for Out of Character Chat. It's a good concept becasue members who want to join late in the RPG post here and also plots are hammered out in these threads.So that way the RPG isn't bothered by all these other things.

OK. I would like to submit an RPG called Eagle Squad. It takes place in Iraq/Afghanistan. You can choose to be the US, Iraqies or Afghanistan. There are different missions that the US is supposed to complete. And sometimes for the Iraqies and Afghanistan make operations. You also have different weapons to choose from.
